They’re cute – and they do cute things in cute ways. Yotsuba is cute because she’s completely clueless and has NO idea how to behave. This is cute because they interact with one another in ways that are amusing.
However, unless you’re wanting to grab them the way Nobue does.. then you’re not a lolicon. If you ARE wanting to grab them and hold them and keep them and eye them in various wyas, however…. no mercy.

I can’t stand Anna, or, rather, her character. Knowing her in real life wouldn’t be too bad, I suppose, but the way she’s played by anime creators pisses me off for some reason. So overwrought. She is the main reason why I always give Ichigo Mashimaro low marks. The crazy chick is the secondary reason.
Didn’t strike me as interesting. Therefore it FAILS.
This stuff is just too cute to ignore. But I would prefer to just call this stuff moé or cute as opposed to loli. For me, loli infers being pedo. Ichigo Mashimaro was not a show that made me feel sexually aroused at any point and thus would not be loli. Yotsuba and Chiyo never registered as anything close to loli for me and never will. This show was another form of amusement than loli all together, namely in the unique personalities of the characters.
I am not too far detached from regularly interacting with 12 year olds (well, two years to be exact, but I had a lot of exposure), and I can actually testify that there are some kids not only act in a similar way, but also look similar. If the same stuff happened in real life, I would be amused all the same.
The only part I didn’t really like about this show was Matsuri. She was too soft and naive to have a notable personality, even for a 12 year old. However, she was really crucial to the show’s structure to show-off the almighty wrath of Miu, so I am not saying that there could be a replacement for her role. It was just a part of the show that I never really liked.
Sorry to displace your theory, but Ichigo Mashimaro never really stood out for me.
Perhaps I have a different idea as to the word cute.

But yeah, that doesn’t warrant a ‘cute’ in my book. Not ‘cute’ enough, I would say.
